AB 28 (Fraizer)

Re-enacts, until January 1, 2020, Caltrans' authority to continue assuming the role of the United States Department of Transportation (U.S. DOT) for National Environmental Policy Act (NEPA) decision making. This has proven to reduce time to prepare environmental reviews.

AB 115 (Ting)

Provides various measures in order to accelerate projects under SB 1: (1) Expands the pilot program for the Construction Manager/General Contractor (CM/GC) on the state highway system to 12 additional projects; (2) Expands the pilot program for Design-Build on local streets and roads by six projects—three projects reserved for Riverside County Transportation Commission (RCTC); (3) Provides contracting flexibility to expedite delivery of SR-91 Toll Connector to I-15 North; (4) Expands authority to use CM/GC off of the state highway system; and, (5) Authorizes "cost plus time" contracting authority for SB 132 projects. Also, clarifies which are appropriate recipient entities for new SB 1 State Local Partnership funds.

Extends ARB’s authority to establish a market-based mechanism (credit auction) for sources or categories of sources that emit greenhouse gases (cap-and-trade) from 2020 until 2030. $900 million of the available GGRF funds will automatically be spent under prior law on continuous appropriations for High-Speed Rail, the Affordable Housing and Sustainable Communities program, the Transit and Intercity Rail Capital program, and Low Carbon Transit Operations.

A companion to the Cap and Trade extension measure, this bill imposes several requirements for the ARB related to the reporting of air pollutants and toxic air contaminants, and monitoring; also, ARB to produce a statewide strategy to reduce emissions, as well as imposing similar requirements for local air quality control districts.

AB 109 (Ting)

One of two bills to amend the 2017 Budget Act to reflect the legislature’s enactment of the extension of the cap and trade auction mechanism by appropriating $621.7 million of Greenhouse Gas Reduction Funds for investments to fight climate change in a variety of air quality, resources and agriculture programs.

Enacted concurrently with AB 109, the bill also amends the 2017 Budget Act by appropriating $900 million for mobile source reduction programs, including funding for freight program improvements at ports.

SB 103 (Senate Budget Committee)

SB 132 (Senate Budget Committee)

Appropriates $100 million from the State Highway Account to Caltrans for the UC Merced Campus Parkway Project; $400 million from the Public Transportation Account to Caltrans for the extension of the Altamont Corridor Express to Ceres and Merced. Also, appropriates $427 million from the State Highway Account to the Riverside County Transportation Efficiency Corridor for five projects in Western Riverside County.

AB 135 (Assembly Budget Committee)

Speeds up processing of SB 1-funded grant programs by (1) ensuring that cities and counties that receive monies from SB 1 but use their own funds to start a project before the SB 1 funds flow, can reimburse themselves when they receive their SB 1 apportionment, (2) allowing an implementing agency to expend its own funds on a project programmed by the CTC for a future year, and be reimbursed at a later time for eligible projects, (3) by authorizing the Secretary of Transportation to assume the federal government's responsibility for federal environmental review and clearance under the National Environmental Policy Act of 1969 (NEPA) for rail or transit projects.

Transportation Funding

Creates the Road Maintenance and Rehabilitation Program to address deferred maintenance on the state highway system and the local street and road system. New taxes and fees will raise roughly $52.4 billion over ten years in new transportation revenues with $26.6 billion dedicated for local expenditures and $25.8 billion for state purposes.

Would authorize a metropolitan planning organization (MPO) or regional transportation planning agency (RTPA) that is authorized to levy or extend a transaction and use tax to impose the tax in only a portion of the jurisdiction, as an alternative to the entire jurisdiction.

AB 1324 (Gloria)

Assembly Local Government; may be acted upon in January 2018

Increases the maximum transactions and use tax rate, from 0.5% to 1%, which Riverside County Transportation Commission (RCTC) may impose, subject to voter approval.
